Information about the Section/Branch :
The Systems, Strategy and Architecture Branch is responsible for FaHCSIA's enterprise systems platforms, SAP and Siebel, as well as portfolio management, ICT governance, strategy and business engagement.
The FOFMS/CCMS Section is responsible for the development of major enhancements to two related systems, both of which are supported by the Siebel platform. The FaHCSIA Online Funding Management System (FOFMS) supports mainstream grants management. The Child Care Management System (CCMS), hosted by FaHCSIA on behalf of the Department of Education, Employment and Workplace Relations, manages payments of the child care benefit and child care rebate to child care service providers.
FOFMS is based on Siebel CRM financials version 8.1, running on an MS Server OS 2008/MS SQL 2008 Db platform. FOFMS is made available to more than 15,000 external organisations via either an external facing web UI portal in the case of grants management, or system to system XML transaction interfaces for Child Care Management System.
Description of the role:
The FOFMS Problem Management, Maintenance & Operations Section has responsibility for investigation of all Production related issues, including performance issues within the Siebel based FACSIA Online Funding Management system (FOFMS) and the Child Care Management System (CCMS). The Performance Architect will undertake performance testing and modelling in conjunction with the use of diagnostic tools to help prevent and diagnose application performance issues across the development lifecycle. This person will be responsible for working with existing application development teams to identify, diagnose, and report on performance issues within the application.
The successful candidate will work as part of the FOFMS Problem Management and Operations Section as a Performance Architect and will be required to undertake any or all of the following activities:
Lead the planning, execution, analysis, and tuning efforts to maintain a high-performing system;
Taking ownership of production performance issues and working with FOFMS maintenance and environment teams in proposing and validating potential solutions;
Engaging with the FaHCSIA Test team to ensure that performance testing of major enhancement releases is executed under realistic conditions replicating the required production environment as closely as is practical, and taking ownership of identified issues and working with FOFMS development and environment teams in proposing and validating potential solutions;
Working with the FOFMS environment team to ensure that application monitoring frameworks are correctly configured and cover critical application processes, functions and interfaces;
liaise with stakeholders at all levels within the organisation, other Government organisations and other external parties who may be engaged in project related activities; and
Work closely with the support team to analyse issues raised and determine resolutions.

MANDATORY
Criterion 1
Proven experience in large-scale systems development projects with demonstrated skills in Performance Analyse including:
- Performance Testing
- Capacity Modelling.
Criterion 2
Demonstrated high-level organisational skills, with the ability to work independently in a small team; demonstrating initiative and commitment to action; contributing to business and team planning; establishing priorities; and achieving organisational goals.
Criterion 3
Research, analytical and problem solving skills of a high order, including experience in problem investigation and resolution in an applications support environment, including investigation and resolution of application performance related issues.
Criterion 4
Demonstrated understanding of Siebel.
DESIRABLE
Criterion 5
Understanding of FaHCSIA programs and government policies and procedures relating to ANAO Grant Administration processes for non-government funded services.
