BUSINESS RULES DEVELOPER RFQ – 0227

Services/work required:
This position will provide a specialist business rules developer to Systems for People and border security projects in DIAC.
Specific duties include:
• Analysis of business rules within legislation, policy manuals or from subject matter experts and implement these rules in an executable format in a rules engine according to departmental standards
• Application of best practice for rules development, including version control procedures
• Maintenance of existing departmental rule engines
• Providing estimates on proposed changes to departmental rules engines as required
• Working as a part of multi-disciplinary team
Selection Criteria:
Essential requirements:
• Experience in development of business rules
• Capacity to acquire and apply the departmental Business Rules Management methodology
• Good interpersonal skills and confidence in dealing with business and IT stakeholders
Desirable requirements:
• Law and / or Computer Science degree
• Knowledge of Haley (Ruleburst)
Criteria does not need to be addressed separately if clearly demonstrated in CV.
Security Clearance:
‘PROTECTED’ level clearance required
IMPORTANT: DIAC requires all specified personnel commencing in the department to have completed and submitted a ‘Protected’ security pack to one of our vetting providers prior to commencement. Written confirmation must be received from the Agency advising DIAC of the name of the specified personnel, the date the security pack was submitted and the name of the vetting provider. Specified personnel cannot commence work until this verification is received.

Agency submissions prior to 25/06/2010 are encouraged. Suitable candidates will be shortlisted for an interview as soon as a resume is received.
Timeframe for required Services:

Police Checks and Security Clearances:
Specified Personnel must before commencing to provide the Services:
• Complete and sign the ‘Consent to Obtain Personal Information” form as provided by DIAC
• Obtain a favourable report from the Australian Federal Police as and of the Customer’s request for a report in accordance with the said Consent
• Have a security clearance at ‘PROTECTED’ level undertaken
The Contractor will be required to meet the cost of any security clearances and/or Police checks as required
DIAC reserves the right to carry out reviews in respect of personnel, facility and information technology security clearance checks.
DIAC expects the Contractor to meet the minimum security requirements as specified in Part D (Personnel Security) and Part E (Physical Security) of the Commonwealth Protective Security Manual 2000 and must comply with Part C (Information Security) of the Commonwealth Protective Security Manual.
