freelance CHANGE MANAGER RFQ ICT – 0149

Services/work required:

The Specified Personnel will be required to provide, but not limited to, the following services:

• Mentor stakeholders on the Change Management process;
• Develop robust relationships with IT and ITSM stakeholders;
• Market the Change Management services within the Division;
• Participate in the Change Advisory Board (CAB) meetings;
• Ensure the Change Management process is followed and that only authorised changes are implemented;
• Evaluate and accept all plans for the changes that are required;
• Approve minor impact changes and consult the CAB for medium and major impact changes;
• Initiate post implementation reviews;
• Ensure changes are processed in accordance with Business Partnership Agreements, Service Level Agreements (SLAs), Operational Level Agreements and Underpinning Contracts;
• Coordinate the production and distribution of the Forward Schedule of Change;
• Produce regular and accurate management reports; and
• Apply and promote the Centrelink Leadership Model and APS Values.


Selection Criteria:

Essential Criteria must be met to progress in the evaluation, where the Highly Desirable Criteria is scored.

Essential Criteria:

1. Proven extensive experience in
• At least 5 – 8 years in IT environment
• At least 3 – 4 years in Change Management
• Working in large complex IT organization
2. Demonstrated exceptional communication and relationship management skills.
3. Demonstrated high level skills in influencing and negotiation
4. ITIL Foundation Certificate


Highly Desirable:

1. Demonstrated ability to Think tactically and strategically
2. Demonstrated ability to Lead and make sound decisions whilst under pressure
3. Demonstrated ability to Promote and gain change management compliance
4. Demonstrated extensive knowledge of available and emerging IT technologies
5. ITIL Practitioner in change management highly desirable
6. Service Management masters desirable.
