SOLUTIONS ARCHITECT RFQ – 0910-3332

The Department requires the services of an experienced Solutions Architect to assist and support the National Water Market System (NWMS) project team.
Background:
The Australian Government is working with the state and territory governments to develop a National Water Market System to improve the efficiency of water registers and transactions and the availability
of market information.
In November 2008, the Council of Australian Governments (COAG) agreed to progress development of a National Water Market System (NWMS).
The NWMS project has three elements:
1. Development of the National Water Market System website www.nationalwatermarket.gov.au
2. Development of high performance state and territory water registers
3. Seamless data transfer between water registers (interoperability).
The NWMS is expected to be fully operational by September 2012.
Requirements:
The Solutions Architect is responsible for delivery of services to:
1. ensure the technical design of all NWMS solutions is cohesive, standards based, fit for purpose and value for money
2. assist the Lead Architect in maintaining the overall integrity of the NWMS solution ensuring traceability between business, applications, data and technical architectures can be demonstrated
3. determine impacts on the technical architecture arising from changes in scope, budget and schedule
4. assess the technical viability of vendor responses to NWMS market approaches
5. brief senior members of governance bodies on technical matters as required
6. lead and facilitate quality reviews of technical deliverables provided third parties as required and
7. endorse NWMS technical design documentation and other deliverables provided by third parties.
The Solutions Architect may be required to fill the position of Lead Architect on occasions. As such they must also have relevant skills and experience in leading a team of architects including business and data architects.
The Solutions Architect will ensure the following materials are provided to the Department:
1. the NWMS technical reference model
2. technical hosting and sourcing options for NWMS project solutions as required
3. technical papers for the NWMS Project Group and project sub groups as required
4. technical requirements to support procurement documentation for NWMS projects including -
(a) technical standards to be applied to NWMS solutions
(b) non functional requirements such as scalability, performance and capacity requirements
(c) application, integration, security, infrastructure and technical support requirements and
5. test strategies and test cases for non-functional and technical requirements.
Selection Criteria:
For the information of candidates, CVs will be reviewed and short-listed on the basis of demonstrated expertise and previous experience in performing the duties mentioned above along with the
following:
• Demonstrated analytical ability, including the capacity to investigate and provide sound advice and support on a range of project management issues in a technical environment
• Demonstrated ability to communicate effectively, both orally and in writing, with technical and
• non-technical staff at all levels.
• Demonstrated ability to contribute to multiple, simultaneous activities, to prioritise tasks and meet deadlines with minimum supervision.
• Demonstrated ability to work flexibly, as part of a team or individually, to produce high quality outputs on information technology projects.
• Demonstrated ability to implement Government Policies on Workplace Diversity, Workplace
• Participation and Occupational Health and Safety as they apply in the workplace.
• Project management or business analysis experience is highly desirable.
To commence in June 2010.
It is anticipated that the initial contract term would be until 30 June 2011.
There is potential to extend beyond this time.
