Services/work required
DHS requires quotations for candidate, Finance Officer suitably experienced in and able to provide:
The position is in the Business Management section of the Strategy
and Planning division of the Information and Communications
Technology (ICT) branch. The Business Management function is
responsible for ICT’s financial and resource management, costing
of ICT services, procurement and the administration of the Cross
Application Time sheeting System (CATS). The Finance Officer
supports the Business Manager and Contracts Officer in the
delivery of the below services especially in the areas of accounts
payable, raising of purchase orders, preparation of resource plans,
CATS Time Recording and assisting in contractor invoicing.

Requirement
• Assist section in the accounts payable function by ensuring that:
• ICT Purchase orders, associated variations and invoices are processed on a timely basis;
• Processing of accounts payables are in accordance with financial policies and procedures and are always supported by appropriate purchase orders;
• Ensuring that all unpaid invoices within the ICT branch are accrued at month end;
• Ensuring creditor accounts are reconciled at monthly intervals; and
• Maintaining records of all invoices, purchase orders and other related documents.

Contribute to financial and resource management by:
• Ensuring that head count reports are in accordance with the resource plans;
• Liaise with AGMs in regard to resource plans to ensure that these are completed in a timely manner;
• Ensuring that all Journals are approved and processed in a timely manner; and
• Journals in association with the CATS system are approved and finalised by month end.

Assisting Contract Officer by:
• Maintaining the contractor database and ensuring that invoices are processed when required; and
• Accrual of monthly contractor expenditure.
